The golf carts used at the TPC are not considered “motor vehicles” per the Arizona Revised Statute and therefore would not fall under the provisions of the DUI criteria. Also, the Title 4 open container laws do not apply on the grounds of the TPC as it is private property, according to Sgt. Joe Nichols #748, Internal Affairs Unit, Scottsdale Police Department.
[Update] We asked Sergeant Joe Nichols in an email "If it’s private property, who is the owner?"
Sergeant Joe Nichols tells us in an email response: "I am not exactly certain but I believe the TPC courses are owned and operated by The Tournament Players Club organization and the PGA."
